温州VTS运行指南

　　管理区域 VTS Area

　　北区：（见示意图1）

　　由岸线(28°1′13.4″N 120°59′10.8″E)-小乌星屿灯桩(28°1′13.4″N 121°4′19.1″E) –横址山灯桩（28°01′03.0″N 121°08′36.9″E）-草屿灯桩(27°59′41″N /121°14′12″E) -北园屿灯塔(27°55′56.9″N  121°13′26.9″E)-老鼠屿灯桩(27°54′32.6″N 121°9′24.4″E)、330国道深门特大桥、灵昆大桥、龙湾头灯桩（27°58′19.0″N 120°48′12.2″E）延伸至瓯江北岸线（27°59′36″N 120°48′12.2″E）、以及岸线围成的区域。

　　主要包括七里港区、灵昆港区、大小门岛港区、状元岙港区和圆屿锚地、青菱屿锚地、小乌星屿锚地以及各港区进港航道。

　　North Area: （See diagram 1）

　　The water area surrounded by The coastline(28°1′13.4″N 120°59′10.8″E) – Xiaowuxingyu Island Light beacon (28°1′13.4″N 121°4′19.1″E)- Hengzhishan Light beacon（28°01′03.0″N 121°08′36.9″E）–Caoyu Island Light beacon (27°59′41″N 121°14′12″E)– Beiyuanyu Island Lighthouse (27°55′56.9″N  121°13′26.9″E) – Laoshuyu Island Light beacon (27°54′32.6″N 121°9′24.4″E), Longwantou Light beacon（27°58′19.0″N 120°48′12.2″E） extending to the north shore line of Oujiang River27°59′36″N 120°48′12.2″E）, and the coastline area surrounded .

　　It mainly includes Qili port area, Lingkun port area, Damendao and Xiaomendao port area, Zhuangyuanao port area, and Yuanyu anchorage area, Qinglingyu anchorage area, Wuxingyu anchorage area and Oujiang Entrance channel.

　　南区：（见示意图2）

　　由北摆屿灯桩（27°42′49.5″N 121°11′02.8″E）-小筲箕屿(27°40′0″N 121°11′42″E)-小虎头屿灯桩(27°37'′09.8″N 121° 07′14.0″E)-上马鞍岛灯桩(27°27′05.3″N 120°57′53.8″E)-冬瓜屿灯塔(27°38′10.0″N 121° 03′07.4″E)-(27°27′05.3″N 120°50′36″E)围成的区域。

　　主要包括推荐西航路北摆屿狭水道、冬瓜屿至南麂航路以及附近水域，南北麂岛客运航线与推荐西航路的交叉水域。

　　South Area: （See diagram 2）

　　The water area surrounded by Beibaiyu Light beacon（27°42′49.5″N 121°11′02.8″E） – Xiaoshaojiyu Island(27°40′0″N 121°11′42″E) – Xiaohutouyu Island Light beacon (27°37'′09.8″N 121° 07′14.0″E) – Shangmaan Island Light beacon (27°27′05.3″N 120°57′53.8″E)– Dongguayu Island Lighthouse (27°38′10.0″N 121° 03′07.4″E)- and the spot of (27°27′05.3″N 120°50′36″E).

　　It Mainly includes recommended west Channel of Donggua Island to Nanji Channel and nearby waters, Nanji and Beiji passenger routing cross Recommended West Channel.

　　温州交管中心工作频道：

　　VHF14：在北区内船舶向VTS报告船位、询问有关航行安全信息；船舶间共用航行安全频道，用于相应呼叫、动态通报和交换避让措施等。

　　VHF09：在南区内船舶向VTS报告船位、询问有关航行安全信息；船舶间共用航行安全频道，用于相应呼叫、动态通报和交换避让措施等。

　　VHF25：VTS中心的北区业务通话频道，用于VTS中心向外播送船舶动态、助航标志状况、气象、航行警（通）告及其他重要安全信息。

　　VHF27：VTS中心的南区业务通话频道，用于VTS中心向外播送船舶动态、助航标志状况、气象、航行警（通）告及其他重要安全信息

　　VHF14: used in the north area for vessels to report to VTS, including their vessels’ positions and inquire the relevant navigational safety information. Used as a common channel for navigational safety such as calling each other, vessel’s movement broadcasting and exchanging avoiding measures.

　　VHF09: used in the south area for vessels to report to VTS, including their vessels’ positions and inquire the relevant navigational safety information. Used as a common channel for navigational safety such as calling each other, vessel’s movement broadcasting and exchanging avoiding measures.

　　VHF25: used in the north area as a working channel for Wenzhou VTS to broadcast vessel’s movement, the situation of the navigational aid marks, weather, navigational warning and other important safety information.

　　VHF27: used in the south area as a working channel for Wenzhou VTS to broadcast vessel’s movement, the situation of the navigational aid marks, weather, navigational warning and other important safety information.

　　注意：

　　所有在VTS管理水域内的船舶应在主管机关公布的呼叫频道上保持守听。

　　1、Navigation trials speed testing and launching life boats for drills are prohibited in VTS Area without approval.

　　航  路  规  则

　　Route Regulations

　　适用船舶：

　　按有关国际公约和国内规范规定应配备通信设备及主管机关要求加入VTS系统的船舶。

　　Application:

　　Ships which are equipped with the required communication equipment in accordance with the relevant international conventions and/or national rules and regulations and ships which the competent authority may require to be governed by the VTS.

　　北区

　　瓯江港区航道：

　　自报告线进口后，经圆屿锚地南至青菱屿锚地，沿瓯江8号灯浮进入航道，在航道内按照灯浮引导航行

　　注意：

　　在经过圆屿锚地及穿越青菱屿锚地时关注其他锚泊船，保持安全距离通过

　　瓯江11-13号灯浮航槽底宽最窄，避免交会。

　　瓯江19-22号灯浮航道两侧常见新船锚泊舾装。

　　28号灯浮南侧海图水深小于5m。

　　进出航道、靠离码头时应关注其他船舶动态。

　　大门岛东南侧岛边渔网、渔栅较多。

　　Oujiang River Port Area Channel: Enter from the report line, aross the south of Yuanyu anchorage and Qinglingyu anchorage, Sail along Oujiang No. 8 light buoy to enter the channel, then sailing in accordance with the light buoy in the channel.

　　Attention:

　　Pay attention to the anchored ship,keep safe distance when crossing the Yuanyu anchorage and Qinglingyu anchorage.

　　D11-D13 buoy bottom width of channel is narrow, avoid meeting.

　　The new ships often launch on both sides of D19-D22 buoy.

　　Nautical chart water depth is less than 5m on the south side of No 28 light buoy.

　　Ships in and out of the channel, berth and unberth, should pay attention to other ships.

　　There are many fishing nets, fishing grid around the southeast of Damendao Island.

　　大小门港区航道：自报告线进口后，经圆屿锚地取航向345°，至W1灯浮左正横0.1海里，改航向316°，经W2灯浮，至W4灯浮右正横0.1海里，改航向304°，至W5灯浮右正横，改航向264°，至码头。

　　注意：

　　在经过圆屿锚地及小乌星屿锚地时关注锚泊船，保持安全距离通过。

　　W5灯浮北侧附近常有小型船舶锚泊。

　　航道宽度400米，设标宽度600-700米。

　　小门岛老鼠屿与小乌星屿之间存在回转流。

　　小乌星屿南侧有一处水深8.6米的暗礁。

　　每年11月至次年4月渔汛期，航道两侧渔网、渔栅较多。

　　黄大峡水道南侧有客船横越，注意避让。

　　鹿西岛和大门岛之间存在海底电缆。

　　Damendao and Xiaomendao port area Channel: From Yuanyu Archorage course 345°,to 0.1 miles distance life abeam of W1 buoy, course 316°,to 0.1 miles distance right abeam of W4 buoy ,course 304°,to right abeam of W5 buoy, course 264°, to port.

　　Attention:

　　Pay attention to the anchored ship,keep safe distance when crossing the Yuanyu anchorage and Xiaowuxingyu anchorage.

　　Channel width is 400 meters,width for set buoy is 600-700 meters.

　　There are rotary currents between Laoshuyu Island and Wuxingyu Island.

　　There is a depth of 8.6 meters of the reef in the south of Xiaowuxingyu Island.

　　Every year’s November to next year’s April is fishing season. Fishing nets and fishing grids are gathering on both sides of channels.

　　Small ships often anchor at the north side of W5 Lighthouse,

　　There are passenger ships crossing the south of Huangdaxia Channel, Pay attention to avoid.

　　There are submarine cables and pipelines between Luxi Island and Damendao Island.

　　状元岙港区航道：自报告线进口后，经M1灯浮航行至大笔架屿灯桩方位168°，距离0.6海里，转向230°，航行至小笔架礁灯桩方位257°，距离0.74海里，转向240°，航行至状元岙码头前沿。沿途有导航灯标。

　　注意：

　　从大笔架屿至码头航程约3.8海里，水道狭窄，笔架屿与状元岙之间自然水道宽度0.3海里。

　　大笔架屿、园屿周围0.1海里为险恶地，青山岛南偏西方向0.9-1.0海里处乌石礁和龙角礁，均干出；状元岙岛东北侧有小圆礁、鹭鸶礁；笔架礁灯桩周围0.2海里暗礁众多。

　　小青山屿至洞头状元岙段有35kV海底电缆穿越航道，状元岙码头西端与青山岛南侧之间有一条废弃的海底通信电缆。

　　航路沿途渔网、渔栅较多。

　　Zhuangyuanao port area Channel: Enter from the report line, Sail along M1 buoy to Dabijiayu Lighthouse bearing 168°, distance 0.6 miles, course 230°, to Xiaobijiaoyjiao Lighthouse bearing 257°, distance 0.74 miles, course 240°, sailing to the Zhuangyuanao international port. Along with navigation buoy.

　　Attention:

　　The range from Dabijiayu Island to the pier is about 3.8 miles.  The waterway is narrow.  The natural waterway width between the Bijiayu Island and Zhuangyuan'ao  is 0.3 miles。

　　0.1 miles around Dabijiayu Island and Yuanyu Island is dangerous;

　　Two reef at 0.9-1.0 miles distance of South West of Qingshan Island; northeast side of Zhuangyuanao Island has two reef; Numerous reefs are at 0.2 miles around Bijiajiao Lighthouse.

　　There is a 35kv submarine cable across the channel between Xiaoqingshanyu Island and Zhuangyuanao,

　　There is an abandoned submarine communications cable between Zhuangyuanao international port and the south of Qingshan Island.

　　Many fishing nets, fishing grid around channel.

　　南区

　　南、北向船舶在该水域按照《浙江沿海及主要港口航行指南》推荐西航路航行：

　　北上船从上马鞍岛灯桩方位090°3.2海里进入VTS管理区，航向224°至冬瓜屿灯桩270°方向2.5海里处，改航向233°，至北摆屿方位350°、距离1.2海里离开VTS管理区；南下船舶则取相反航向航行。

　　注意：

　　该水域常年有大量渔船穿越航路，特别是在特定的时间段（台风、冷空气等恶劣气象过后；开渔节等）。

　　在冬瓜屿航段以及南麂岛航段有客船横穿航路。

　　所有船舶在该水域航行时，应将船位控制在推荐航路右侧航行，避免产生过多的对遇局面。

　　北摆屿至冬瓜屿航段两侧岛礁众多，保持安全距离。

　　South Area:

　　Passing ship sailing in accordance with the Recommended West Channel by Zhejiang coastal and main port navigation guide:

　　Go northward ship from 3.2 miles distance of  Shangmaan Lighthouse bearing 090°into the south area ,course 224°, to about 2.5 miles distance of Dongguayu Lighthouse bearing 270°,course 233°,to Beibaiyu Island bearing 349°, distance 1.5 miles, course 222°,keep sailing out of south area.The ship which is from north take the opposite course.

　　Attention:

　　This area often has a large number of fishing boats crossing the channel, especially in the specific time (such as time after typhoon, cold air; fishing festival etc.).

　　There are passenger ships crossing the channel of Dongguayu and the channel of Nanji Island.

　　All ships sailing in this area sail at the right side of the Recommended channle, to avoid too much meeting.

　　There are a lot of small islands and reefs on both sides of Beibaiyu Island and Dongguayu Island leg. Keep a safe distance.
